TimorLeste Ban encouraged by progress since 2006 crisis

In late April 2006, fighting – attributed to differences between eastern and western regions – erupted when 600 striking soldiers, or one-third of the armed forces, were fired. Ensuing violence claimed dozens of lives and drove 155,000 people, 15 per cent of the total population, from their homes.In the more than two years since that crisis, Timor-Leste, which the UN shepherded to independence in 2002, has “made remarkable progress in overcoming the most visible reminders of that year,” Mr. Ban writes in his latest report on the UN mission in the country (UNMIT).Last February, President José Ramos-Horta sustained serious injuries, while Prime Minister Xanana Gusmão escaped unscathed in two separate attacks.Since those incidents, the pace of closures of camps for internally displaced persons (IDPs) has picked up and the uprooted are being reintegrated into civilian life, according to the new publication.The Secretary-General also says he is encouraged that the issues relating to rebel commander Alfredo Reinado, who was target of investigations by the UN Independent Special Commission of Inquiry for Timor-Leste regarding the 2006 violence, have been overcome.The fugitive leader was killed during the attack on Mr. Ramos-Horta last February.But Mr. Ban cautions that the stability in Timor-Leste “remains fragile,” and the underlying reasons behind the 2006 violence – poverty, urban areas with an influx of migrants, a weak judicial system and nascent security institutions – still need to be tackled.“The Government has made efforts to address these issues, but until these efforts bear fruit there is an ever-present danger that Timor-Leste’s progress towards self-sufficiency could be derailed,” he writes.Local elections scheduled to be held this year will be a test for the country, the report notes.Bolstering security institutions, shifting policing responsibilities to the Timorese Government and building up the judiciary, among other tasks, are “not necessarily about solving particular issues, but about strengthening the institutions of State and improving policy and decision-making processes marked by transparency, accountability and consultation, so that Timor-Leste can continue along the path towards self-sufficiency,” the Secretary-General says.Meanwhile, Mr. Ban’s top envoy to the country is on a two-day visit to Japan, where yesterday he met with Foreign Minister Hirofumi Nakasone.Special Representative Atul Khare and Mr. Nakasone discussed Japan’s contribution to peacekeeping and peacebuilding in Timor-Leste.The envoy will be in New York to attend the Security Council meeting on Timor-Leste, slated to take place on 19 February. 10 February 2009Secretary-General Ban Ki-moon says he is encouraged by the strides made by the leaders and people of Timor-Leste since violence shook the small Asian nation in 2006, but warned that the root causes of that crisis, including poverty and unemployment, still linger. read more

Papandreou calls IMF chief to convey complaints

Everyone has to be aware of their role and this is something that we will make clear to our partners.”Greece turned to the troika last May for 110 bullion euros in emergency loans to avoid bankruptcy. The photo, which has a backdrop of mountains, shows the strange cloud arrangement in the sky hovering above the serene landscape. These “ocean wave” clouds, also known as Kelvin-Helmholtz clouds, aren’t a regular occurrence though: They typically hide behind other clouds due to their bizarre air flows, Fox 35 Orlando News reported. They are called Kelvin-Helmholtz clouds,” Hunter wrote in her Facebook post. “I sent the photo to our local news station and the meteorologist replied to me saying they are very rare and usually not this defined.”Kelvin-Helmholtz clouds, also known as billow clouds or sheer-gravity clouds, are named after the scientists that discovered their formation process: Lord Kelvin and Hermann von Helmholtz, The Weather Channel noted.These clouds are atmospheric breaking waves that can develop in an environment with a good amount of vertical wind shear and stable air. At the top of the cloud, winds are moving faster than at the base of the cloud, which causes the top of the cloud to fall down in a curling motion after it crashes into the stable layer above it. Facebook extends paid bereavement and family leave benefits

first_imgSocial media organisation Facebook has extended its bereavement leave policy, introduced six weeks of paid family leave for employees to care for a sick relative, as well as three days of paid family sick time.The extended bereavement leave policy will enable employees to take up to 20 days of paid leave to grieve for an immediate family member and up to 10 days of paid leave to grieve for an extended family member.In addition, employees will now be able to take up to six weeks of paid leave to care for a sick relative. A new paid family sick time benefit will also give employees three days of paid leave to take care of a family member with a short-term illness, such as a child with the flu.The enhanced paid bereavement leave and paid family leave came into effect on 7 February 2017, and will run alongside the organisation’s paid parental leave policy, which enables mothers and fathers to take four months of paid leave for childbirth or adoption.Sheryl Sandberg, chief operating officer at Facebook, said: “People should be able both to work and be there for their families. Mutual fund industry clocks 3 rise in AUM in October on higher

first_imgAverage assets under management (AUM) of the mutual fund industry in India rose 3.1 percent to Rs 16.28 lakh crore in October on the back of higher inflows into income funds, equity and balanced fund categories.”The month-on-month basis AUM of all categories witnessed rise except liquid, gold ETF and fund of funds investing overseas which witnessed fall,” the IDBI Capital said in a report.Income funds witnessed the highest inflow of Rs 52,125 crore in October followed by equity funds, which saw an inflow of Rs 8,688 crore during this period.Liquid fund witnessed the highest outflow of Rs 34,813 crore in October.On average AUM term, gilt funds saw the highest rise of 9.4 percent to Rs 16,832 crore followed by income funds, which witnessed a growth of 8.1 percent to Rs 7,54,662 crore during this period.”Among all the categories, liquid and fund of funds categories witnessed net outflows,” the report said. Inflow in October also exceeded the previous month figures by a wider margin indicating rising interest among investors. “Net inflow in the industry stood at Rs 32,334 crore in October against Rs 16,071 crore reported in September,” the report said.The industry mobilised Rs 1,110 crore from 13 newly launched schemes in October, out of which nine are close-ended and four are open-ended funds, the report noted.During this period, domestic mutual funds were the net buyers in Indian equities with Rs 8,744 crore of investment against a net buying of Rs 2,714 crore in September.Meanwhile, assets under management of equity funds increased 3.6 percent to Rs 4.32 lakh crore. ILFS audit case Government may debar Deloitte for alleged misconduct

first_imgDeloitte Office, BangaloreFacebookDays after the preliminary probe by the Serious Fraud Investigation Office (SFIO) found that Deloitte was responsible for misconduct in auditing the Infrastructure Leasing & Financial Services (IL&FS) accounts, the Ministry of Corporate Affairs may invoke Section 140 (5) of the Companies Act to debar the firm. In the initial investigations, the SFIO concluded that that audit firm Deloitte was responsible for the falsification of financials of IFIN, a subsidiary of IL&FS.The 140 (5) reads, ” Without prejudice to any action under the provisions of this Act or any other law for the time being in force, the Tribunal either suo moto or on an application made to it by the Central Government or by any person concerned, if it is satisfied that the auditor of a company has, whether directly or indirectly, acted in a fraudulent manner or abetted or colluded in any fraud by, or in relation to, the company or its directors or officers, it may, by order, direct the company to change its auditors.” The IL&FS group is facing serious liquidity crisis and has defaulted on interest payments on various debt repayments since 27 August.ReutersThe leading news agency, IANS reported that if the Ministry of Corporate Affairs goes ahead with the punishment, it will be the second occasion when Price Waterhouse was banned for similar malpractice in the Satyam scam. The Satyam scam was unearthed in 2009, when Byrraju Ramalinga Raju, it’s Chairman and CEO was arrested for manipulated the accounts of Rs 141.62 billion in several forms. In 2018, SEBI (Securities and Exchange Board of India) barred Price Waterhouse from auditing any listed company in India for 2 years, saying that the firm was complicit with the main perpetrators of the Satyam fraud and did not comply with auditing standards. Moreover, two of its partners were banned for a period of three years. The regulator further went on to impose a disgorgement of Rs 130.9 million on Price Waterhouse, and two of its chartered accountants – S Gopalakrishnan and Srinivas Talluri.However, Deloitte denied any wrongdoings in the audit of IL&FS accounts, its spokesperson said “The investigations on the company IFIN are in progress and we are cooperating fully. We reaffirm that we have conducted our audits in accordance with the Standards on Auditing and applicable laws and regulations.” The audit firm argued that the subsidiaries of the IL&FS were audited by other smaller firms, most of them not being a part of Big Four. Review Legend of Grimrock

first_imgThose of you who fondly remember games like Dungeon Master or Pools of Radiance should be excited about retro dungeon-crawler Legend of Grimrock as it will scratch a long-neglected itch. Depicted in the pre-launch trailer above, Legend of Grimrock was created to be an updated version of the classic genre from the late 80’s and early 90’s. It’s an effort that has hit its mark nicely without having to resort to gimmicks or unnecessary graphical accoutrements to capture the player’s attention.Having spent a few hours with the title I am totally impressed by the job Almost Human Studios did with the title. It brings me back to the hours I used to spend winding my way through various dungeons on quests for power, fortune, and fame in the various RPG titles that were out when I was a kid. I have said before that while I love games like Skyrim, the old school stuff had a quality of mystique around them where you felt more inside the game somehow. With modern RPG’s, they look pretty and have deep story lines, but everything is laid out for you, where with games like The Legend of Grimrock, a lot is left up to your imagination.The premise of the game is simple: you are in a party of four convicts that have been given a chance at freedom, if you can make it through Mount Grimrock. A winding gauntlet of enemies and puzzles, very few have have ever been dropped into the top of the mountain and found their way out at the bottom. While this storyline gives the game definition, it refreshingly doesn’t put an armlock on the whole experience.The gameplay will be very familiar to those of you who had the pleasure of spending time with Dungeon Master. The movement rather than being frenetic like in a FPS title is deliberate and slow yet smooth to not make it seem dreary. Using my Razer Nostromo, I found myself able to navigate very well since you are either moving forward, backwards or sidestepping right or left. You can also turn either direction, which again gives the feel of the old school games we played when we were kids.Your party consists of four different beings, which either you can let the game choose for you automatically or you can spend the time in the beginning to really tailor your group to your playing style. I chose to let the game choose, and ended up with a minotaur warrior, human warrior, human archer and a human mage. While you visually don’t see these characters (you have to use your imagination, which is really a good thing, trust me), the on-screen display of each members status serves as how you are actually walking through the game. Of course, I placed my “tanks” in the front with my ranged in the back which still works as well as it did back in the day.Fights and battles in the game are pretty straight forward. You simply right-click the hand slots on each party members block, and you either hit or miss. At the beginning of the game your mage will have many spells fail, but eventually you can cast some low level fire spells like the one above, burning up the giant snail. As is standard in the genre, stats and equipment help how much damage you deal out or absorb. Equipment is found laying around the different rooms of the dungeon, encouraging you to explore.One significant difference then it comes to exploration is that Grimrock gives you the ability to have an auto-map. I don’t know about you, but I rather enjoyed breaking out the graph-paper and making maps with a pencil and a ruler. The good news is that the game developers seem to understand this since they give an option to be able to turn the feature off.Resource management plays a large role in Grimrock as you have to keep your team supplied with food, and actually command them to eat. This is a nice touch because this mechanic was a large part of classic crawlers in the past. It doesn’t become obnoxious as you play, and gives you reason to fight the baddies that are floating around. Of course, fighting gives you experience points which help to level your party up and there are few surprises in this that keep things interesting.The part of the experience that really stands is the amount of challenging puzzles you have to tackle to move forward in Grimrock. Relying on both spatial and mental obstacles, the game presents challenges that force you to stop your modern meta-game thinking in favor of putting yourself in the environment. When I use real world thinking to get around a problem in a game, I feel cheapened in some way. But put me so deep into the game that I can almost hear the dripping water and monsters shouting in the distance, and I am yours forever.The Legend of Grimrock retails right now at $11.99 during the pre-order phase. If you wait to purchase through Steam, it will be $14.99 but, either way, it’s worth every penny. Even when you finish the game, the replay value is high as you can mix up the party and difficulty, and I can see many players doing that since the game is so enjoyable. first_imgToday is the International Day Against Violence Toward Women.Exactly one month ago, on Oct. 25, another Costa Rican woman was killed at the hands of her companion. A young mother, with young children. Another lost life.She is the fifteenth woman this year in Costa Rica to be killed by her partner, husband or compañero sentimental. These women were victims of jealousy, anger and misogyny. Of course, not all victims of spousal aggression die. According to the National Women’s Institute (INAMU), calls to 911 for domestic violence average 10 per day. When feelings run high, so does violence toward women: The 2014 FIFA World Cup brought excitement to Costa Rica, and also more aggression. INAMU received over one thousand calls for help during the tournament. Statistics show that femicide numbers are down from previous years overall, but the crime continues to be prevalent.Women are victims because they are valued less than men from birth on. In many parts of the world, sons carry on the family name; in too many places, sons are also the offspring who bring honor to the family, and go out into the world to work. Women’s roles rate less status. In the workplace, they receive less pay and advancement than men in the same roles, and are excluded from certain positions because they are  not considered capable. In the media and in advertising, women’s bodies are used to sell, with breasts and legs pictured to sell beer as well as other products.  In sports, men dominate; women athletes are seen as threatening. Older women are seen as worthless, a burden in the social order. All of this makes it easier for certain men to use degradation, insults, name-calling, and isolation to keep women feeling helpless.On the international scene, crimes against women, rape and sexual assaults go unpunished; women are blamed as provocateurs, and are killed for the honor of the family. They are hidden away or covered up for the sake of modesty. In Nigeria, 250 girls were abducted in April and disappeared.
