Its stock fell 9.3% and dragged down other chipmaker stocks.Exxon Mobil fell 2.2% after both profit and revenue came up short of Wall Street expectations.The S&P 500 index fell 4 points, or 0.2%, to 2,921.The Dow Jones Industrial Average lost 44 points, or 0.2%, to 26,417. But analysts noted that the recent mass of data indicates that the global economy is still moving in the right direction.“It is not a surprise to anybody that the Chinese data is showing the economy growing at slower pace,” said Craig Fehr, Canadian markets specialist at Edward Jones in St. Louis.“Broadly, the economy backdrop continues to move in a favourable direction and so any data to the contrary, even if it is data that was expected like the Chinese PMI data, is enough to get investors to perhaps take a step back and exercise a little more caution.”The Canadian dollar was up 0.24 of a cent at 91.31 cents US.U.S. indexes were largely lacklustre but well off the worst levels of the session as other data showed greater than expected expansion in the American service sector. The Institute for Supply Management’s index hit 55.2 in April versus the reading of 54 that economists had expected.The Dow Jones industrials recovered from a triple-digit tumble to edge up 17.66 points to 16,530.55. The Nasdaq rose 14.16 points to 4,138.06 and the S&P 500 index was 3.52 points higher at 1,884.66.Andrew Grantham, economist at CIBC World Markets, called the ISM report “further encouraging evidence that the US economy is bouncing back strongly in Q2 following a weather-impacted first quarter.”The TSX base metals led decliners, down 2.33 per cent as the Chinese data helped push July copper down two cents to US$3.05 a pound. First Quantum Minerals (TSX:FM) fell 69 cents to $20.86.The energy sector declined 0.41 per cent as June crude in New York slipped 64 cents to US$99.12 a barrel.The gold sector drifted about 0.13 per cent lower as worries about deteriorating conditions in Ukraine pushed gold higher for a second day, up $6.40 to US$1,309.30 an ounce.The telecom sector was up slightly with shares in BCE Inc. Politics has too much sway over culture education in Bosnia and Herzegovina

“Culture and education seem to have been held hostage to political debates,” Farida Shaheed, the UN Special Rapporteur in the field of cultural rights, said as she wrapped up her first mission to the country.“This has an immense detrimental effect on the artistic, cultural, scientific and academic life in the country, and on the right of all people, without discrimination, to enjoy their cultural rights and to access their cultural heritage,” she stated in a news release. Ms. Shaheed said one telling example is the current uncertainty surrounding the fate of seven crucial cultural institutions in Bosnia and Herzegovina, including the National Museum which closed its doors last year. “I am concerned by the extent to which political bodies have expanded their influence over cultural institutions, whose independence should be guaranteed in law as well as in practice,” she said, noting that there was frustration across the board during her visit that efforts are being blocked at the level of senior decision-makers and politicians. The Special Rapporteur stressed that one worrying trend lies in “over-emphasizing cultural differences, including linguistic differences, to justify practices amounting to segregation of people based on their ethno-national affiliation, in particular in the field of education.” The population of Bosnia and Herzegovina is predominantly divided among three constituent peoples, or ethnic groups – Bosniaks, Serbs and Croats.She urged all levels of Government to maximize the opportunities for people to engage in culture, sports, science and arts, and to have access to “neutral spaces where politics and ethno-national affiliations do not interfere.” “A dynamic, pluralistic and inclusive culture is central to reconciliation and it is most certainly the way forward, in terms of both peace and economic development for Bosnia and Herzegovina,” said the expert. During the 12-day mission that concluded today, Ms. Shaheed met with a wide range of actors Sarajevo, Mostar, Jajce, Banja Luka, Brèko and Srebrenica, and visited a number of monuments, memorials and museums. Independent experts, or special rapporteurs, are appointed by the UN Human Rights Council to examine and report back on a country situation or a specific human rights theme. Currently, most suicide research is dominated by psychologists, who attempt to explain the phenomenon at an individual level, or by sociologists, who strive for societal explanations.Network Rail’s new strategy, however, aims to profile communities near known high-risk locations and then actively look for other towns and villages that fit the model.Ian Stevens, who runs the organisation’s Suicide Prevention Programme, said: “We need to move away from thinking that fences are the be-all and end-all.“All the prevention measures we could possibly have are in place at these stations, but unfortunately people still come and take their own life.“We need to understand the communities around these spots.”In 2015-16, 252 people took their own lives, or were suspected of having done so, on the railway network. This was 35 fewer than the previous year.On average, each incident causes 2,000 minutes of train delays and drivers involved in suicides typically lose 29 working days as they recover.The team has been trialling its methods at two locations with a high rate of suicide.In December, its remit will be expanded to a further four or five, with a view to expanding further in the coming months.Dr Robin Pharoah, the lead anthropologist, said his first task in any given community was to encourage suicide survivors to re-live their experience to find out what features attracted them to the nearby railway.“We’re going in and looking for clues,” he said.“The only thing we know in advance is that we don’t know what it is that we will find interesting.”Mr Stevens said that the data accumulated by Network Rail, which is updated daily, meant that staff were sometimes identifying areas with a high risk of suicide before local authorities, health services or charities.“If local authorities don’t know there is a flow of people coming to the railway they cannot help,” he said. “We’re trying to help paint a picture.”center_img A team of anthropologists has been hired to try to prevent suicides at sensitive locations on the railways where disruptions can cause gridlock.Network Rail has recruited the academics to study the communities around 32 such places.The team will use on-the-ground investigative procedures to understand what it is about “cluster” locations that attracts suicide attempts, meaning preventative measures like fences and police patrols can be bolstered.Their data is also intended to help create a smart map similar to those used by consumer analysts to try to predict where future suicide attempts will come from.last_img read more

Man found dead now suspected in Dec. 29 robbery

first_imgPolice say they believe a man found dead in Vancouver’s Image neighborhood was involved in the beating and robbery of an older man. Vincent R. Trevino, 23, was found dead a couple of miles away from the victim’s home, just hours after the assault.A probable cause affidavit filed in Clark County Superior Court identifies four suspects, including Trevino, in the Dec. 29 beating of 63-year-old Douglas Hodgson.Trevino’s body was discovered in the early morning hours of Dec. 30 near Northeast 126th Avenue and Northeast 28th Street, about 2 1/2 miles from Hodgson’s residence. Trevino died as a result of multiple gunshot wounds, according to the medical examiner, and his death was ruled a homicide. A suspect in his death has not yet been identified.Three other suspects in the beating — Adrian Diaz Aguilar, 20, Jessica R. Tellez, 33, and Pedro Hernandez Jr., 40 — have all been arrested and appeared in Superior Court. Aguilar is facing charges of first-degree burglary, first-degree robbery and possession of a stolen motor vehicle; Tellez is facing first-degree burglary and second-degree identity theft; and Hernandez is facing first-degree burglary and first-degree assault.Court records state that Hodgson was beaten into unconsciousness with metal pipes, and his wallet, containing debit cards, and a firearm were stolen. KPMG calls the tourism tale of the Turks and Caicos a success story; air arrivals have doubled in the past 12 years and cruise ship arrivals shot from 0 to nearly a million in just seven. We see that residents believe tourism provides the best career opportunities and that nearly all visitors enjoy their vacation experience here; 96% are satisfied and 98% would recommend the destination. The downside though is the TCI has stumbled into its tourism success and that to date there is no national development plan, no tourism market development strategy and the country, believe or not, has no tourism marketing plan.The KPMG report says the TCI Tourist Board possesses something they call the ‘Z-Factor’; and if you think it is positive thing, think again. The ‘Z-Factor’ points to consistent under-funding of the Tourist Board; the potential to have enduring success has been railroaded by unsustainable extremes. The Tourist Board has gone from receiving as much as $14.6 million between 2006 and 2009 per fiscal year, to now getting just $2.2 million dollars for this budget year. Add to this, The Turks and Caicos is not proactive when it comes to inward investment and this reactive posture has seen resources wasted on incomplete projects. KPMG was contracted last year for the comprehensive review of tourism and among its recommendations was the introduction of 15 programs to be implemented this year and it includes preparing a three year tourist board budget. Yet threats make it dangerous to move. The adoption of picture archiving and communication systems (PACS) and electronic medical record (EMR) systems has increased healthcare’s vulnerability to cyber attack. According to a 2015 report by the Identity Theft Resource Center, cyber breaches at healthcare institutions represented about one-third of such reported incidents nationwide. The widening adoption of enterprise imaging could make healthcare even more vulnerable.Quantitation promises objectivity, but threatens to restrict the human element of decision-making, pulling radiology further back from patient involvement.Radiologists are being urged to become more involved; to exert greater influence in the management of patients. But doing so runs counter to what radiologists traditionally have done.Radiologists have, for the most part, been a kind of human black box. Images are read; conclusions are drawn and dictated. As digital information makes new inroads, leveraging enterprise imaging, radiologists are well positioned to provide the vigilance and insights to defend the integrity of healthcare. This is particularly so when it comes to cyber threats.The world is awash in hacking, from politics to finance. Even government agencies, which should have the strongest defenses, seem powerless to stop incursions. Instances in healthcare are revealing vulnerabilities that radiology can — and must — battle. Particularly vulnerable are networked imaging devices that use outdated operating systems, such as Windows XP, non-patched versions of Windows 7 and 8, and Windows NT.
